INFN has scientific and administrative facilities throughout Italy: Central Administration in Frascati, 20 Divisions and 6 associated groups, based in the Physics Departments of the main Italian Universities; 4 National Laboratories (Legnaro, Frascati, Gran Sasso, and the South in Catania); 3 National Centres. The latter include: CNAF in Bologna, which hosts the Institute’s main computing centre; TIFPA, the Trento Institute for Fundamental Physics and Applications, a scientific and technological research centre managed together with the Province, the University of Trento and the Bruno Kessler Foundation; and the GGI (Galileo Galilei Institute) in Florence, the institute of excellence for higher academic education in theoretical physics in collaboration with the University of Florence. The INFN community, which includes both employees and associated staff, numbers approximately 6,000 people including more than 2,000 employees.
The decision-making body of INFN is the Governing Council, consisting of the President, the Executive Committee, 4 Directors of the National Laboratories, 20 Directors of the Divisions, representatives of the Researcher and Technologist staff and the technical and administrative staff, and the representatives of the Ministry of University and Research and the Ministry of Enterprise and Made in Italy. Implementing the Council’s decisions is the responsibility, as appropriate, of the President, the Executive Committee, the Directors of the Laboratories or Divisions for organising the activities locally, the Director General for the organisation of the Central Administration‘s activities. To manage scientific activities, INFN relies on 5 National Scientific Committees (CSN), which advise the Governing Council and cover the institute’s scientific lines: subnuclear physics (CSN1); astroparticle physics (CSN2); nuclear physics (CSN3); theoretical physics (CSN4); and technological and interdisciplinary research (CSN5). The organisation of INFN has always been based on a responsible self-governance model distinguished by a good balance between representativeness of the scientific community and the MUR’s oversight role, combined with strongly science-oriented internal management.
In addition to the extensive involvement of research staff in the governing bodies, INFN’s management and organisation model involves the participation and continuous contribution of its entire community to the life of the institute. It is similar to models on which other large international research institutions are based. Responsible self-governance is certainly one of the main identifying elements of the Institute, in which the whole community is recognised and involved. Thus, it has contributed greatly and continues to contribute to the success of INFN’s research activities and its sound and efficient administration.
